my ex wife's daughter is having her boyfriend who is an patent attorney submit legal threats in a civil matter, is this right?

It is unclear what you mean by legal threats. Patent attorneys are often also licensed to practice law in specific states. Even if an attoney is licensed to practice in the state where the proposed civil action would occur, they still may not make unfounded threats of action. But, as lng as they cna lawfully practice law in the state, they may make some contacts to potnetial defendants to attmept to redress greivances or satisfy debts. In that coommunication, they may state that they attend to advise their client to file suit, if they are not satisfied with the result of informal negotiations.
If this patnet attorney is nto admittedto practic law in the state that they are apparently acting like the represnt a party, they shoudl be reported to the bar or supreme court of that state. States seem to be taking aharsher stance on the unlawful or unlicensed practice of law. If this person is your friend, you might remind them that such activity might cause them problems with the patent bar too.
