Legal Question in Civil Litigation in Missouri

billing practices

my wife and i had a baby in feb of 2001 and had been paying $30.00 a month on one particular bill when out of the blue in late nov of the same year we received a call and they said they were turning the remaing $73.00 over for collection [never having missed a payment mind you] we asked that a bill for the remaining amount be sent to us they said it was to late that they were turning it over.this was the first time we had ever been contacted about the bill so imagine our suprise. after accepting payment like they had isnt it illegal to up and turn it over for collection in missouri?
