if father has custody and works out of town can child be left with someone other than a family member

Generally, yes. Parents leave their children with baby-sitters, or day care workers, or nannies, all of the time. If the situation is extremely unusual, for instance if the father never has the child, then it may be best to consider seeking a change of custody.
