if a girl is 17 her boyfriend is 19 and sexually active without parental consent or knowledge what actions can be taken against the boyfriend and what are the legal rights of the boyfriend and the girlfriend?

The girl is too young to legally give consent to sex. The boy is committing a crime by having sex with a minor. The girl's parents could have the boy arrested and charged with any number of crimes up to and including statutory rape. Neither the girl nor the boy really have any legal right to have sex with one another. These facts will change when the girl reaches the age of 18 years. The answers would also change if the girl and boy got married.
