Does an online newspaper have a civil responsibility for misstatements made on their blog

Yes. However, the area of slander and libel is a very difficult area of the law in which to prevail, and newspapers (because of the First Amendment) claim more protections than non-media defendants. If you beleive you've been libeled you should consult an attorney on this issue.
