Personal Information Violation

My husband was recently served papers for wage garnishment. A local police dispatcher has disclosed the information regarding the garnishment to many other people. I guess my question is, can he do this? Is he binded by confidentiality?

It is unfortunate that the dispatcher would do this, but not legally actionable. To report something that is true (e.g., "Mr. X has been garnished by Company Y") is not actionable so long as Mr. X doesn't breach any confidences in obtaining the information. Since a garnishment action is on file in the courts, and is a matter of public record, the dispatcher hasn't violated any laws. He has simply shown bad judgment.
