as a gift, a cousin offered to make a photo album for my daughter with my daughters high school pictures. that was 2 years ago and now i have attempted multiple times to get the pics or album back. now she won't even respond. do i have any legal recourse?

Ask nicely by phone. Keep a record of the conversation. Wait a week. Follow up with a letter that you send certified. wait a week. If that doesn't get your photos back, then you may be able to get a small claims court to issue you an order in replevin.
Since this is a cousin, however, you might do better working family connections to get the materials back.

As I presume that yoru daughter is now at least 18 years old, she can seek legal redress. She could make out apolice reprot, but the police will likely log her reprot, but not investigate the matter. She could then make asmall claims case against the women holding her pictures. This may get her some money, but not her pictures. She may have to fiel suit in Associate circuit court to get teh photos back or the value of them.
It may be worthwhile to have an attorney in your area send a demand letter to the cousin, asking for the immediate return of the photos.
