My boyfriend moved out and left tools, a car and car parts. Can I place a lien on the items he left for his share of the rent, bills and his promise to pay for the brakes to be repaired on my vehicle that he also drove?

You can probably do what you want (force payment) by filing a lawsuit in small claims court. Placing a lien would be difficult, and liens must be perfected carefully. It may not be worth the money to do that. I would suggest, if you think he broke a promise to you, to sue him in small claims court for damages for breach of contract.
