statutes of imitations
Daughter cashed in Moms life insurance policy, unlawfully, wrote letter of cancelation and signed her (Moms) name in 2003. Is there a statue of limitations to file a complaint? And is this considered fraud or what would be the charge if pursued to file charges?

The statute of limitations for fraud (against the daughter) is five years for the civil action. I am not sure what the statute of limitations is for criminal fraud, and you should check with your local prosecutor on that score. Your mom may also have rights with respect to the Insurance Company in that they should have verified the signature, etc. You should probably see an attorney right away.
