is it excepted in small claims court to bring witness statements in writing.

In small claims court the rules of evidence don't apply as strictly as in circuit court, so things like invoices and letters from individuals can be read by the judge and considered in his ruling, although how much weight he gives them may depend on the circumstances and the countervailing evidence. However, the far better approach is to bring the witness into court. You can ask the clerk to issue a subpoena and have it served in order to compel someone to come to Small Claims court.
