Legal Question in Immigration Law in Missouri

my daughter is 16 years old and she is illegal, but her uncle (my brother) would like to legally adopt her in order to fix her papers so she can go to college, what is the process to get this done?

She will have to find another way. The adoption needed to be final prior to her 16th birthday. One would need to know your status to help your daughter.
