Immigration - Aplying for Citizenship
Having met all required guide to apply for citizenship. Will owing Fed
back taxes, which is being paid back
by agreed monthly payment, disqualify or deny my application?

If you are able to satisfactorily prove that you are making amends to the interviewing officer, I don't see why it would stand in your way.
