over seas marriage or bring my fiance here first

Hi, I'm an American citizen born and raised. I have a girlfriend who is Fillipina and has been living and working in Hong Kong for 4 years. What is the fastest way of marrying her and bringing her here? Should i bring her here and then get married, or get married in Hong Kong and then try to bring her here?

Fiancee visas are taking approximately 7 months to get approved in the U.S.
