Normally, an immigrant fee of $165 is required in order to get the "greencard" produced. This seems like a peculiar situation, and since it appears that you have exhausted all of your apparent remedies, I would recommend seeking the assistance of an experienced immigration attorney in St. Louis who can further assist you with this matter. You can contact the St. Louis Bar Assoc. for a referral at : http://www.bamsl.org/?page=LRIS.
