Legal Question in Insurance Law in Missouri
My place of employment has an optional program called Healthy Rewards that allows you to receive discounts on your medical insurance if you meet the requirements of the program. It is not mandatory to join it. They had a meeting and told us that the people who do not participate in Healthy Rewards will be paying $100.00 more a month than we already do, but the people who are in Healthy Rewards won't get an increase at all. Is this legal?

I believe they have the right to determine what your payments are, but I am not a health insurance lawyer and I suggest you contact the MO Bar for the name and number of one.
