I have a pending copyright application with the US Copyright Office on an eBook. I have not sold the eBook yet. Now, I want to revise the original eBook significantly and apply for a new copyright. Do I need to wait to get the original copyright approved from the Copyright Office before I send in an application for the revised edition of the eBook?

A "substantial" revision is generally considered to be more than 10% of the original is revised. If yours is indeed a "substantial" revision, no, you don't need to wait for the original application to mature into an issued copyright registration before you submit the new application. However, your new application must cite the original work's application number and filing date. Once the original application matures into an issued registration, any future revisions must cite the registration number.
