If I take a picture of a college football player while at a game, can I then turn around and sell that picture to other fans of this particular player?

Depends on how you do it. Generally NO, as that would imply some association with either the college which I take it you do not have. Colleges make big money on such "merchandising" so they are aggressive in enforcing their rights against infringers, even if they might not actually be right, since they know you can't afford to defend a lawsuit. If, on the other hand, you get their permission so their rights are protected, they are fairly liberal in letting you promote their athletic program. You should get a local trademark lawyer (I am only one of many in MO) to guide you on this.
