our your apartment managers allowed to walk in to your apartment without giving you notice they are coming?

No. The landlord's right of inspection is tempered by the requirement of reasonable notice. Otherwise the landlord breaches what is called the "covenant of quiet enjoyment" and can be liable in damages.
