My car was damaged on my property by my neighbor. They attempted to hotwire it and damaged the dash and the ignition. The neighbor rents the house they live in. Is the landlord or the homeowners insurance of the neighbor responsible for the damages to my car since it was on my private property.

First it is the actual tortfeasor that is respopnsible. That is the person that did your damage. Next is any persoanl iability insurance the tortfeasor has. This could be their basic automobile liability carrier or any other personal liability insuarnce they carry. All thre eof these will try to deny responsiblity. Next is your automobile insurance carrier. Next is your homeowners insurance policy. Under the facts you described, it does not appear that the person owning the home near you, nor their homewoners policy would have any liability. But, facts change these determiantions. You should consult direclty with an attorney in your area that can have access to all the facts before deciding how to proceed.
