Are disabled tenant required to make repairs to property that they damge like any other tenant. A disabled tenant of ours has allowed a pet to ruin carpet and broke out three of the windows

Unless the lease specifies otherwise, a physical or mental disability is not an affirmative defense to a claim for damages. However, judges are people. If a diabled person comes to court and says that are not physically able to make the repairs themself, it is likely that the judge will give them a period of time in which to have the repairs made (assuming you can prove your case) before giving you a money judgment.
