Legal Question in Landlord & Tenant Law in Missouri
I own a home in St. Louis, Missouri that I currently rent out. The tenant is late on paying the water bill which ultimately if he moves out and doesn't pay the bill, it will become my responsibility as I am the homeowner. Do I have a right as the homeowner to have the water shut off to force hime to pay the delinquent bill? It is in the lease agreement that he is responsible to pay all utilities.

Your proposed Acton is risky. Perhaps you could pay the water bill, and supply the next rent payment toward reimbursing you. This would make the rent payment inadequate, do you could begging eviction procedures, if you wish.
Good luck
