can a landlord in st. louis, mo impose a no smoking policy, fines and even eviction on the tenants for smoking in thier private apartments?

If the lease agreement says that smoking is prohibited, then to smoke in the apartment would be a breach of the lease. The consequences of the breach would be what the lease states or cancellation of the lease and eviction. If the landlord demands fines other than what the lease describes, it is likely Assn offer to be compensated for not evicting the tenant.
