In Missouri, heat is considered to be a necessity that the landlord must provide. As the landlord is in breach of contract, you have several options. You can inform the local licensing authority that the property is not up to code. You can repair the heater and deduct the costs from your rent. Or you can consider the contract abrogated and move out.
