Legal Question in Landlord & Tenant Law in Missouri

I live in a 2 family dwelling and the electricty in my unit has went out in some areas of the house and upon looking into the issue the landlord is not willing to pay for an electrician to fix the issue

You may hire seomone to repair and restore your electric servcie. If you give proper notice and opportunity to repair, to the landlord, you can hold back the cost of this repair from your rent.
