Legal Question in Landlord & Tenant Law in Missouri

We have lived in a mobile home park in Missouri for over 5 years. The new management is asking that everyone pay $45 for a background check. Can they make us do this?

Unless you lease calls for additional references or fees, it seems unlikely that the new management could enforce such a charge in court, unless you have agreed to it.
