Legal Question in Landlord & Tenant Law in Missouri

I moved out in October, paid November rent, had my lease set to end in December, and new tenants were found for the month of December (moved in on the 1st), when did the landlord have to send a list of damages? I know it's 30 days in Missouri, but the law is not clear if simply having it postmarked for 30 days is good enough or if I have to receive it. Also, does he have to send it by the 30th or 31st? and lastly, he didn't send it until January 31, not December 31. Is this as illegal as I think it is? blah blah blah

Under the facts you described, the notice of damges was sent too late, and you should be entitled to get your security deposit back.
