In many cases, a municipality can take the exact same action againt rental proeprty, that they can agaisnt owner occupied resiudences. This may change, if the municipality requires the landlord to register and/or get abusiness license as a landlord. In most cases, it is better for the landlord to pay the outstanding debt to teh municipality and try to collect from the tenant, than to allow the negative action to occur.

Good luck
