who is responsible for the additional amount due for water when a pipe breaks underground

Generally, if the water main breaks, the supplier eats the cost of the water. If the break is on the client's property, the suppliers take the position that the customer/property owner used the water and owes for it. But, that can be litigated. So can the bill, if the break is in the supply line, but still not on the customer's property. Of course, if someone purposely or negligently caused the break, they may be liable. I did not research the issue specifically for your question. However, I doubt that there is an appellate decision ruling on this issue as to a single home or apartment.
