Security Deposit Issue

My landlord has kept a portion of my security deposit to make ''repairs''. He did follow the guideline by providing a list of repairs and the cost with in 30 days from my move out date. However, it's been 2 month since I moved out and and the repairs he said he had to make have not been done. Can he just keep my money for so called repairs and never make them?

No, he can not. That's the purpose behind the law. If he did not comply with the law, you can sue him in small claims court for twice the amount of the security deposit. If he does not have documentation that he complied with the statute, you should win.

Filing fees are very small, and in most cases, the landlord himself won't pay it if he has insurance, his insurance company will likely pay it. If he doesn't have insurance, then he will have to pay you the money himself.
