one tenant is bit by another tenant's dog; lease says no pets; what is landlord's responsibility?

If landlord knew about dog, landlord might be liable to tenant that gets bit. Bit tenant might have to show that they relied on "no dog" policy to their detriment. Otherwise, landlord's liability would be the same regardless of pet policy.
