I am wondering our renter asked to put up a chain link fence around the backyard, now that he is moving he says he can take it with him...

If the renter dug post holes, or attached the fence to the house or other structures, the renter will be lialbe for the damage to the grounds and the holes in the structure, if he removes the fencing. If he leaves it, he may be entitled to an abatement on his rent for providing an improvement to the premises. Hopefully, your written rental agreement addressed the situation of fixtures and personal property.
