My nephew is a reservist in Illinois Air National Guard. His unit may soon be activated. He lives in Missouri. He wants to know if there is a law that allows ''active'' military to defer or lower credit card payments, monthly apartment bills, car payments, utility bills (electric & gas). What about if someone has a house payment? Can the interest rates get lowered or deferred?

Yes; the Soldiers and Sailors Civil Relief Act reduces interest to 6%. By the way, your relative is a guardsman, not a reservist.
