Property damaged by negligence of military

When I went Iraq, I had my personal laptop in my carry on bag. We had to leave our bags for a few minutes to get our weapons. When we came back all of our bags had been palletized. My laptop got crushed. Since my carry on bag was taken without my permission, shouldn't the military pay for my laptop? My first shirt called the legal office and they refused to pay for it. They to me renter's insurance would probably pay for it. I don't have renter's insurance. Is there a way to get the military to pay for my damaged laptop?

File a claim with the Claims Office at JAG. You don't need your First Shirt's permission. You will need proof of purchase, and if it hasn't been repaired, estimates or the repair bill.
