if someone builds a fence crossing a survey line onto someone elses land does it become theres after 7 years?

If the person whose fence invades the property o fanother (without their permission) , then they may be able to quiet title to that portion of land, after they maintain it for ten years. But, if they get persmission, title does not pass, even if the fence is there for fifty years.
