considering buying 3 acres of land in an established RV camp ground. The purchase price is $74K. The price is reasonable compared to others in the area. Should I get an appraisal before closing?

Yes. You should also get an inspection (you don't want to buy environmental issues or other liabilities. You might also want to know if there are any use limitations. Hopefully you're also getting title insurance.
