Easement from property owner

The city I work for has a quit claim deed on a piece of property which was previously owned by MODot. MODot used the property in question for a state bridge in which was used for over 60 years. In 1997 the bridge was torn down and MODot give the city the property by way of a quit claim deed. The question is the city has a dispute with property owner of the adjoining land and their attorney states the city does not properly own the land given to them from MODot. Therefore the adjoining property owner wants to give the city an easement on the property the city has rightful ownership by quit claim deed. If the city accepts the easement from the landowner is the city saying they believe the property from MODot is not rightfully theirs? The city attorney says it shouldnt be a problem accepting the easement and should not cause any future problems concerning this land in which the city owns. Please help.. Thank you very much.

If the city owns the land per the quit claim deed from MODOT, then absent an access issue, I could not see why the adjacent landowner would require an easement. If the land in question is only accessible from the adjacent parcel, then that could be what the easement relates to.
