Legal Question in Real Estate Law in Missouri

Home owner association wants to replace water lines. Any home not willing to pay $1000.00 wil have a lein placed on the home and not have access water. How legal is this. Can it be fought?

Yur position will be greatly effected by the encumberances on your title, and the wording and recording of the home owner's Association by-laws.
