If the HoA has a lien on the property, they may be able to force sale, like any other non-mortgage lienholder. They are uncommon, but they do occur. Generally the HoA will assert their lien and wait for the property owenr to try to sell or refinance the property, at which tim ethey get paid, if they are prior lienholder compared to the party receiving or financing the property.

Good luck
