my mom just passed away and my dad still owes a morage and im wanting to know if he can just transfer the house and morage to me

Very sorry to hear you lost yrou mother.

Your father can deed his interst to you. But, the debt will stay with him, unless the lender agrees to let you assume the note. As to the interest of your deceased mother's estate, more facts are needed to determine if your father can transfer that to you too.
