my mother passed away and her home is in both my sister and my name.
What rights do I have regarding occupancy and selling the house?

You can live in the house, but you probably owe your Sister one half the fair market renr minus half the money you spend ro repair or improve the property. It may take both of you to sell the house (after you have it transfered from your Mom to you two.
