Legal Question in Real Estate Law in Missouri

My mother's estate has no money - there is a mortgage that will be forclosed on soon - the house is worth less than the mortgage and we couldn't sell it for enough to cover the mortgage - the estate also owes about $1000 to the homeowners association for villa maintenance - question is, are the heirs liable or responsible to pay these fees?
