You may be able to sue for an injuction for a court to forbid the neighbor from bringing the dog back, or you may pursue the criminal case , that hopefully was filed against the neighbor. If you attend the neighbor/defendant's court date, you may be able to tell the judge that you are afraid they will bring the dog back. The judge may then ask the defendant to tell them the status of the dog.
