what do can i do about a neighbors tree hanging over on my property and droping sweet gum balls

Cut it off at the property line. Before you do that, you might give the neighbor and oppotunity to trim the tree themself. If the tree is large, and the trunk is near the property line, you cutting it off, might cause it to fall over into their yard, or on a structure or person..
