if you pay half for a car from someone and then goto pay them the rest and then they say they lost the title and then the next week they say its broke down and has been sent to another town and then turns around and says about a month and a half later "Look at my new car i just traded my old one in for" [the one we payed half for] after alredy signing an agreement between we and him, and now hes telling us sorry and he'll pay us every now an then, and we really need another vehicle.
What do ya'll think we should do?

Under the facts you described, you can sue for the money and addtionally for fraud. This should get you paid back quickly. You might start by having an ttorney to write to the seller demanding the money be paid immediately.
