Legal Question in Real Estate Law in Missouri

I purchased a truck from an individual who signed over the title to me and, as it turns out, he had not licensed the title in his name after he purchased it. I am unable to find the seller. I have received information about how to remedy this situation and have looked into the type of petition I need to file to have the title released in my name. It is not clear which type of petition form to file and if it should be in small claims court or another court.
