Legal Question in Real Estate Law in Missouri

I have a question concerning condominium law. What rights do we have as owners/tenants if we are unhappy with our board and management? Is it possible for us as a community to oust both and if so how do we do that? Also, can our board apply a three year assessment on work that will not be done until after the three years is over if the owners don't want it done and have voiced their opinion to the board and have been ignored?
