i own a house with another individual. they say they want to sell their half to an individual. can they do that? ther's no mortgage on the home.

Do you own the property together as joint tenants or as tenants in common? The answer to this question will give us the answer to your question. If you do not know the answer, look at the deed transfering the property to the two of you.
