Legal Question in Real Estate Law in Missouri

I know the rule says when you sue a Federal Agency that the complaint should be filed in the U.S. District court. In the instance of a Quiet Title, should the complaint be filed in the Circuit Court of the county which the property resides? Quiet Title against Federal National Mortgage Association?
