If I paid a personal property tax in one county do I have to pay it again in another county. I.e. if I paid car property tax in Kansas city in 2012 and another county charges during the same year for same vehicle.

The personal property tax is generally assessed on the Tax Day in each year, which is generally January 1st. You should not have to pay the tax twice in the same year, or you should get a credit for the first taxes paid. You did not indicate why county #2 thinks you owe tax to them.
