I know I have signifigant tax liens but recorder of deeds in my county shows I have none my house has no mortgage free and clear can I transfer it into someone else's name?

Did you or the recorder search for a tax lien in the records where tax liens are filed. This is usually a separate book or filing location than deeds or mortgages. Were the liens filed in another county or another state if you have moved to a new residence. An IRS Transcript will also indicate if liens have been filed. You don't yet have enough information to decide or answer your question.
